These measures don't really explain the time signature;
they are just there to separate the different riffs. Although
they are broken up try to leave as little distance as possible.
Make sure you play every chord very bright and clear and always 
let the last chord in the bar ring.
After getting comfortable with all of the finger positioning
I recommend listening to the song and playing along.
